Split motor settings out into motor parameters struct #2

It'll add another 3 queues, but this will make it more straightforward to design the I2C comms - particularly because motor enable and desired speed will be changed very ferquently, and the control parameters less so. It'll also make it easier to break up what needs saving in non-volatile storage later
